Introduction
Urban regeneration, particularly in megacities like Tehran, requires active and effective cooperation between the public and private sectors. Such collaboration is not merely an operational process but a strategic approach to improving urban quality of life and achieving spatial justice. District 15 of Tehran, due to its vast areas of dilapidated fabric and diverse socio-economic and physical challenges, is considered a priority area for urban renewal. While efforts have been made toward regeneration, the spatial reflection of public-private partnership in neighborhood-level redevelopment and the differences in their operational patterns have received limited attention.
 
Methodology
This study is applied in purpose and analytical in nature. It evaluates the spatial outcomes of redevelopment in eight deteriorated neighborhoods of District 15 (Shoosh, Mazaheri, Motahhari, Vali-Asr, Tayeb, Minabi, Atrabek, and Hashemabad) using the VIKOR multi-criteria decision-making model. The research indicators were categorized into five main dimensions: socio-cultural, economic, physical-infrastructural, environmental, and urban governance. Weights of the criteria were assigned using the Analytic Hierarchy Process (AHP) through expert consultations. Field data were collected via a structured questionnaire distributed among residents using proportional stratified random sampling. Following data normalization, the VIKOR model was applied to calculate utility (S), regret (R), and final compromise index (Qi) to rank the neighborhoods.
 
Results and discussion
The VIKOR analysis revealed that Atrabek neighborhood ranked first with the lowest level of dissatisfaction (R = 0.238) and the highest utility (S = 0.704), indicating its proximity to the ideal state of public-private partnership. Minabi and Vali-Asr neighborhoods followed in the second and third ranks, respectively, while Motahhari ranked lowest (Qi = 0.784). The spatial analysis of partnership levels shows an uneven distribution of interventions across District 15, with some neighborhoods benefiting more from institutional support and public participation. Among the evaluated dimensions, the physical-infrastructural factor had the greatest influence on the final ranking (weight = 0.235).
 
Conclusion
Based on the findings, Atabek can serve as a successful local model of public-private collaboration in urban regeneration. The results highlight the importance of social infrastructure, institutional trust, active community networks, and executive support in realizing inclusive urban renewal. It is recommended that Tehran Municipality and relevant organizations focus on scaling such successful models, redesign incentive policies for increased private sector engagement, and strengthen mechanisms for community empowerment and institutional trust-building.
