Introduction
"Creative City" refers to a city that utilizes creativity, culture, and art as driving forces for economic and social development.
In the vision of Iranian cities, especially Birjand, due to its historical and cultural background as well as diverse geographical context, possesses significant natural and cultural capital. These assets, along with its natural and geographical settings, can play a crucial role in cultural development and ultimately the realization of creativity. In Iran's urban system, Birjand is home to numerous academic and research centers, holding a distinctive position at both national and international levels, and contributes substantially to innovative activities and the creative economy. Moreover, Birjand boasts important urban elements such as cultural sites and attractive tourist destinations, which daily host large numbers of visitors, including the creative class. In recent years, Birjand has been recognized as Iran’s cleanest city. Additionally, the city has a rich historical heritage, housing numerous ancient monuments.
However, evidence suggests that no effective measures have been taken toward creative development in Birjand, particularly in its suburban areas. Key reasons for this include: Lack of managerial stability and proper planning, Inefficient urban transportation system and heavy traffic, Inability to develop public roads and ring highways, Poor organization of urban landscapes and neighborhood aesthetics, Insufficient urban tourism infrastructure, Unauthorized constructions, Inadequate waste management, These issues have led to resident dissatisfaction and hindered the flourishing of creativity and innovation in Birjand.
Given the growing importance of the creative economy, creative industries, and the creative class in economic, social, and cultural development, as well as the urban regeneration of suburban areas, and considering the increasing emphasis on creativity in Iran’s academic and urban management circles, this study aims to Identification and prioritization of effective drivers for realizing a Creativity in urban peripheral areas (Case study: Birjand city). In this regard, this research seeks to answer the following main question: What are the key drivers for fostering Creativity in urban peripheral areas, and which of these drivers hold the highest significance?"
 
Methodology
The present study, in terms of purpose, is applied research, and in terms of nature, it adopts a mixed-methods approach (qualitative and quantitative). Data collection was conducted through documentary and field methods. The statistical population of this research includes experts (university professors, managers, and elites), of whom 30 individuals were selected through purposive sampling. For data analysis, FARAS + FCOPRAS techniques along with Grounded Theory were used
 
Results and discussion
After transcribing the interview texts, in the open coding phase, 39 common codes were extracted from a total of 45 open codes. Then, in the second stage, semantically related codes were categorized into 28 open codes under three sections: (causal, contextual, and intervening factors). The results of the hybrid models (FARAS + FCOPRAS) revealed that among the causal drivers, "support for creative businesses" (weight: 72.77) held the highest importance. Among the contextual drivers, "establishment of innovation centers" (weight: 72.61) and "international collaborations" (weight: 72.78) were the most significant. Among the intervening drivers, the respective key factors were identified.
 
Conclusion
Achieving creativity in urban peripheral areas requires a comprehensive approach where all drivers function in harmony. This approach ensures the expansion of creativity across all dimensions - economic, social, cultural, and environmental.
